"依法治国和以德治国相辅相成。"这是从治国方略高度做出的理论创新。法与道德在价值目标上的一致性,法治与德治在治国方略上的互补性,崇法与尚德在公民意识中的统一性,说明了依法治国与以德治国相辅相成这一论断的科学性,同时也证明了创建法伦理学的必要性和可行性。
Ruling by law complementary with ruling by morals' is a theoretical innovation from the angle of political ruling strategy. The scientific character for the statement of ruling by law complementary with ruling by morals can be explained with the aspects such as: agreement of laws with morals in value target; complementariness of ruling by law with ruling by morals in ruling strategy; unity of law awing with moral respect in ordinary people's consciousness. This also indicated the necessity and availability for outlining the legislative ethics as a discipline.
