摘要
激励是公共部门提供公共服务 ,满足社会需求好坏的关键因素。激励机制的形成和运作需要有制度作保障 ,建立起适应特定组织的激励机制 ,才能确保激励措施得到有效实施。例如代理激励、产权激励、组织激励和自我激励。
Encouragement is the key factor for the public sector to offer public service and to meet social demand However, the composing and operation of the incentive mechanism need the safeguard of the system Only set up the incentive mechanism which suit the special organization, can we ensure that the incentive measure can be executed efficiently,such as the principal-agent incentive mechanism,property right incentive mechanism,organizational incentive mechanism and self incentive mechanism All of these embody the orientation of the changes of the incentive mechanism for human resource management in the public sectors
