摘要
加快小城镇建设,保证农民充分就业,有效分流农村富余劳动力是农民增收的基本保证。要着力推动小城镇的发展进程,从根本上解决“三农问题”,首先应着力改革现行的户籍制度,以农村社会养老保险制度为重点的社会保障制度来取代传统的土地保障制度,为小城镇建设创造良好的政策和制度环境。
The Party' s sixteenth conference pointed out that it is a fairly important task in building a comparatively rich society completely to plan accordingly the development of the economy and the society in both rural and urban areas to construct modern agriculture, develop the economy in the countryside and increase the peasants' income to quicken the construction of the little town, let peasants have enough job opportunities and effectively divide those surplus labor in the countryside. To promote the process of the development of little town forcefully and solve the three problems involving peasants fundamentally we should give out priority to reformation of our present household register system and replace the traditional land insurance with the new social retirement insurance system in the countryside so that we can create a good condition of policy and system for the construction of the little town.
