摘要
叙述了国外各界对地震防灾的论述、国外地震防灾对策的思路、国际地震防灾的特点、人类在地震防灾对策上的努力,得出地震防灾设防是建设防灾城市的个重要战略决策的结论。
Related in this paper are expositions on seismic protections of all circles abroad, trains of thought about countermea-sures against earthquakes abroad, features of international earthquake relief work and efforts of humanity in protecting a-gainst earthquakes. It is concluded that protection and fortification against earthquakes is an important strategic decision in the building of precautionized cities.
