摘要
本文从分析公共卫生内涵入手 ,准确认识公共卫生的功能定位 ;针对今春我国SARS突发中凸现出的公共卫生体系存在的问题 ,提出我国公共卫生发展走向的设想 :加强法制建设 ,改革公共卫生管理体制 ,完善公共卫生内部运行机制 ,加强公共卫生的政策和策略研究。
Analyzing the meaning of public health, the paper made certain the function orientation of public health. Basing on the difficulties of public health system exposed in SARS epidemic, the paper suggested the develop plan of Chinese public health, such as constructing regulation, reforming management system, perfecting internal operation system, strengthening policy and strategy research and so on.
