摘要
目的评价通过疾病预防控制体系三年建设,公共职能落实情况的变化。方法通过全国系统抽样调查,获取项目开展比例,项目开展程度,项目完成度等指标反映公共职能落实情况,并作地区间横向和年度间纵向比较。结果2002～2005年以来,全国各地各级疾病预防控制机构公共职能履行情况,可用成绩喜人、任重道远来概括。成绩喜人表现在公共职能履行程度的明显提高。与2002年相比,2005年省级疾病预防控制机构公共职能项目完成度增加了14·9个百分点,市级增加了10·5个百分点,县级增加了6·3个百分点。任重道远表现在公共职能履行程度与政府期望还有相当距离。
Object Evaluate the fulfilling degree improvement of public function of disease prevention and control institutions. Method Obtain data by the national system sampling survey,and compare data by different years and areas. Result The alteration of the degree of public function being fulfilled through 3-year construction shows us two tips. On the one hand, the degree of public function being fulfilled has improved a lot. Research shows that provincial institution has increased by 14.9% in public function achievement; while 10.5% at city and 6.3% at county. On the other hand, for public function, it will take a long way to reach the expectation of government.
