摘要
《民办教育促进法》的出台,在民办教育发展史上是具有里程碑意义的重大事件。但该法毕竟是一部宏观指导性法律,如何将精神落到实处,是人们最关注的。就国家对民办职业教育的宏观调控政策而言,应转变国家职能观念,平等对待公办、民办职业学校;规范政府管理行为,规划国家对民办职业教育的宏观调控;培育和依托民间评估组织,优化政府和民办职业教育的关系;建立健全民办职业教育的优惠政策,为其发展创造宽松的生存环境。
The publicizing of Non-governmental Education Promotion Act is a great event in the history of the development of non-governmental education.However,it is a macro-guiding law and how to put it into practice is the focus of the mass.Dealing with the governmental policy of macro-control for non-gov ern-men tal education,we should change national function,treat governmental and non-governmental voca tional school equally,regulate the behaviour of government management ,plan the macro-control of state on non-govern mental education,train and depend on non-governmental evaluation organization to op timize the rela-tions between government and non-governmental vocational education,establish and perfect the fa vourable policies of non-governmental vocational education and create relaxed survival environment for its develop ment.
