摘要
本文首先就全球气候变化政策的经济学特征进行了回顾和总结,随后剖析了全球气候变化政策的国际谈判过程,最后,分析了中国气候变化政策面临的机遇和挑战,指出碳税不能有效解决中国的碳减排问题,中国参与战略的立足点必须放在维护国家的根本利益上,争取属于自己的发展空间。
In this paper,authors summarize the economic features of global climate change policies,then analyze the international negotiation process of these polices.Based on the analysis of the opportunities and challenges faced by Chinese climate change policy makers,authors point out that it would be unrealistic for China to enforce carbon taxation policy for reduction of carbon emission because carbon taxation would cause less GDP.In addition,it puts forward that focus of Chinese involvement strategy is to protect fundamental national interests and to strive for growth space for China.
