摘要
1937年12月南京沦陷后,在日本华中派遣军的直接操纵下,集特务、警政、行政于一体的控制机制逐步建立起来。日伪统治暴虐的程度、控制的力度和渗透性可谓空前绝后,日本特务、顾问、宪警成为南京社会的主宰。傀儡组织和伪政权承继南京国民政府时期的相关制度,直接服务于日本帝国主义“以华制华”、“以战养战”政略。日特、宪警、保甲互为补充,对南京城乡实行严密的殖民统治。
After Nanjing fell into Japanese hands in December 1937, under the manipulation of the Japanese Expeditionary Forces in Central China, a control mechanism combining secret service, police and administration was established. The cruelty, scope and infiltration of the Japanese rule were unprecedented, and Japanese spies, counselors and military police became the core element of Nanjing. The puppet regime followed the system of the former nationalist government, and served the Japanese imperialist strategy of ' controlling China with the Chinese' and 'supporting war with war'. The spies, the military police and the local neighborhood administrators complemented to exert strict colonial rule over urban and rural Nanjing.
