摘要
突发公共卫生事件具有信息渠道不畅、信息统计不准、应急反应不快、应急准备不足等特点 ,突发公共卫生事件是对卫生行政部门危机管理机制的重大考验 ,危机管理应受到管理者的高度重视。文章就突发公共卫生事件危机管理这一热点问题将其内涵、实践背景及主要特点进行了简单阐述。在此基础上 ,结合我国卫生现状 ,提出加强危机管理的主要应对措施 ,即树立正确的危机意识 ;成立常设的危机管理机构 ;建立高效的危机信息系统 ;加强危机的技术保障 ;培养高素质的危机管理人员 ;搞好危机应对训练。
Unexpected public health event has some characteristics as follows: obstructive information channel, inexact information statistic, slow response on emergency and insufficient preparation to deal with crisis, and so on. Unexpected public health event was a test for health authorities to manage the crisis, which suggested that crisis management should be focused on. This paper discussed the meaning, practical background and main characteristics of crisis management related with unexpected public health events. On the basis of facts mentioned above and combining with health status, the author brought forward main countermeasures to strengthen the crisis management as follows: establishing correct crisis consciousness; establishing crisis management institution and higher efficient crisis information system; strengthening technical power to deal with crisis; training crisis management persons with high quality and doing well training for coping with an emergency.
