摘要
随着WTO的加入 ,“促进农业发展、实现农民增收”的问题更加突出和严重起来。实施“科技兴农”战略 ,强化财政在科技兴农中的主导地位 ,不仅是农业科技和农业生产自身的特征决定 ,也是我国农业应对WTO挑战和增强财政宏观调控能力的要求。财政应增加农业科技投入 ,完善科技兴农资金的分配和管理方式 。
It is more serious and important to develop agriculture and to increase farmers’income. Carrying out the strategy of developing agriculture with science and technology and strengthening the financial position in agriculture is determined not only by the nature of science and agriculture, but also by the request of confronting the challenges from WTO. The Public Finance must increase investment in agricultural science and improve distribution and management of this fund and combine agricultural study and its popularization.
