摘要
依据可持续发展理论,把区域水资源可持续开发系统分为人口、经济、生态环境三个子系统;根据三个子系统对区域水资源可持续开发的影响,建立了区域水资源可持续开发的指标体系,并用层次分析法计算了各指标的权重。这样根据指标体系中各指标的相对权重,通过提高区域农业、工业、第三产业水资源的重复利用率和以发展第三产业为主的产业结构调整,同时提高人们的节水意识,保证生态环境需水量,从而实现区域水资源可持续开发与社会、经济、生态环境的协调发展。
Based on the theory of sustainable development, regional water resources sustainable development system is made of three subsystems: population subsystem, economy subsystem, ecoenvironment subsystem. According to the impact of abovementioned subsystems on the regional water resources sustainable development system, index system of water resources sustainable development of regional system is established, then the weight of each index is calculated by AHP. Thus, according to the relative weight of each index in index system, the coordination development of the regional water resources sustainable development and the society, economy and ecoenvironment are realized for improving the rate of regional water resources reutilization in agriculture, industry and the third industry, adjusting industry structure mainly in the third industry development, at the same time, improving people's consciousness of saving water, and ensuring water demand by ecoenvironment.
