摘要
当前,我国各高等学校跨层次办学的现象相当普遍,高等教育的层次布局呈现出多样化、大而全、小而全的状况,这种现状将严重影响高等教育的可持续发展。因此,高等学校应着重于办出自身特色,教育行政管理当局也应当通过制度建设、行政干预、评估手段、市场调节等措施来加强宏观调控,从而实现高等教育的市场福利最大化和高校的社会与经济效益最大化。
It is quite a general phenomenon that our country now has every step and level of running schools, so the level of overall arrangements of higher education demonstrate diversification, heavy and the whole, small and comprehensive state. The author thinks that this kind of current situation will produce the serious adverse effect on the sustainable development of higher education. The institution of higher education should focus on and have their own characteristics. Education administrative authority should have institutional improvement, administrative interference, assessable administration, market regulation, etc. to measure and strengthen macro adjustments and controls. Thus realizing the market welfares of higher education Maximum and the maximum of economic benefits and the societies of colleges and universities.
