摘要
政府绩效管理是将过程管理和结果管理结合的一种科学管理方式,其重点在对公务员的管理。绩效管理的困难来自政府组织的非营利性、垄断性和公益性等特点;也来自行政组织特有的"伪适应"状态、行政机构自我约束动力缺乏、追求自身效用最大化的本能等"国家祸害"的存在。加入世贸组织,党和国家反腐败行动,以及对西方国家经验的借鉴,均有助我国推进绩效管理方式。
Government performance management, which combines p rocess management with outcome management, and the key points of it, is focused on pub lic servants. Government performance management different from that of enterpris es, its difficult mainly comes from its nonprofit, monopoly and the public, and also from the existence of its peculiar 'pseudo-adaptation', lack of self-restra in drive and the appetence to pursuing its utility maximization of administrativ e organization. However, after the access to WTO, with the requirement and decis ion of deepening economic system reform, combating and preventing corruption, Ch ina will establish and carry out the all-round, multi-level and mutual-exchange- with society performance management system and method by using the successful re form experience and theories of western countries as a reference.
