摘要
实践证明,发展经济、增加就业和完善市场经济体制,必须大力发展中小企业。中小企业是国民经济可持续发展的重要组成部分,也是高新技术产业化创新的重要力量。在我国社会主义初级阶段,中小企业发展有巨大的市场需求。因此,健全和完善各种中小企业成长的支撑条件和社会环境,便成为政府的主要目标,中小企业经济发展必须有相配套的政府促进行为支撑。中小高新技术企业成长过程中的政府促进行为的完善,为加快我国高新技术产业化和中小企业经济发展有重要的作用。
Practice shows that medium and small-sized enterprises must be developed to develop economy, improve employment and establish and perfect market economy system. Medium and small-sized enterprises are an important part of national economy as well as an important power to innovate high-tech industries. The elementary stage of socialism in our country has great demands for development of medium and small-sized enterprises. Therefore, governments aim to develop conditions and good social environment to promote the development of medium and small-sized enterprises. The paper makes a detailed study of promoting measures of governments and puts forward countermeasures to accelerate the industrialization of hightech and development of medium and small-sized enterprises.
