摘要
社会治理活动是人类一切行为体系中最为典型的集体行动 ,它必然会在行动中突出甚至公开宣示自己的价值。统治型社会治理模式突出秩序价值 ,管理型社会治理模式突出公平和效率价值 ,公共管理则把服务价值放在了核心地位。服务价值属于伦理价值 ,是包含着科学内容的伦理价值。
Social governance is the most typical col le ctive behavior in all the human behavior system. Therefore, It is sure to stress and even publicly declare its own values in activities. The domination-oriented mode of social governance stresses the value of order. The management-oriented mode of social governance stress the value of equality and efficiency. Public ad ministration places the value of service at a core position. The value of servic e is subject to the category of the value of ethics and contains scientific cont ents.
