摘要
改革开放以来,我国节能工作取得巨大成绩,在减少环境污染、保障国民经济持续、快速发展方面起到了重要作用。目前世界各国采取不同模式强化节能管理,节能的重要性已经得到各国政府的高度重视,形成共识。面对新时期我国节能工作的形势和任务,迫切需要改变传统的节能管理模式,逐步建立和完善适应市场经济要求的节能管理体制和运行机制,以促进经济与资源、环境的协调发展。
The great success made in the energy conservation work, since China’s reform and opening-up, plays an important role in reducing environmental pollution, and providing a solid foundation for the rapid development of national economy. Since the importance of energy conservation has drawn great attention from countries all over the world, they use different ways to strengthen administration of energy conservation. It is an urgent request for China to change its traditional energy conservation administration mode, and develop the energy conservation administration system and operation mechanism to meet the needs of market economy. These will promote the coordinative development among economy, resource and environment.
