天然气发电作为天然气利用的四大领域之一,具有用气规模大、用气增长迅速、用气量相对稳定等特点,正在成为天然气市场开发的重点。国际大石油公司如埃克森美孚、BP、壳牌、雪佛龙德士古、道达尔菲纳埃尔夫等,都将业务范围拓展到油气生产以外的发电领域,专门成立了天然气与电力部门,将天然气销售与电力业务统一起来,实现了天然气业务的上、中、下游一体化发展。国际石油公司拓展天然气与发电业务的经验有六个方面值得借鉴。近两年,中国海油快速将天然气业务延伸展到下游发电领域,走在了国内石油公司的前列。国内其他两大石油公司也应利用电力体制改革之机,主动与电力公司构建战略合作关系,制定切实可行的天然气发电市场开拓策略,以投资燃气电厂项目为契机,逐步向综合能源公司转变。
The NG-fueled power generation sector has a large, steady consumption and a rapidly increasing demand. This sector is becoming the focus for the development of the NG market. Big international oil companies such as ExxonMobil, BP, Shell, ChevronTexaco, and TotalFinaElf, have all expanded into the power generation sector. They established NG and power departments to combine NG sales and electric generation businesses and integrated the upstream, middle-stream and downstream NG businesses. We can learn from these international oil companies in six respects concerning NG-fueled power generation. In the past two years, CNOOC has swiftly expanded operations into the power generation sector, setting an example for domestic oil companies. The other two groups, CNPC and Sinopec, should also take the opportunity of the government's reorganization of the electrical system to seek to establish a strategic relationships with power companies, to work out practical NG-fueled power generation market expansion strategies, and to further develop into comprehensive energy companies by investing in gas-fueled power plants.
