摘要
结合成都市图书馆人员管理的实践 ,论述了建立高素质人才队伍与图书馆改革发展的关系。并从图书馆在用人机制方面存在的弊端 ,谈到了转换用人机制的迫切性。同时 ,结合人事部《关于在事业单位试行人员聘用制度的意见》与图书馆工作的实践 ,论述了自己的认识思考和建议。
According to the author's practice of personnel management in Chengdu Library,the thesis discusses the relation between promoting the personnel quality and the reform of library.It is necessary to set up a modern engagement system instead of the existing personnel system that has a lot of disadvantages.Moreover,the author presents his understanding and suggestion on the basis of his own experience in library and the document of the Personnel Department The Idea on Trying Out Engagement System In the Institution.
