摘要
实行何种农业经营体制一直是政策争论的主要议题之一。从目前学术界的有关讨论看 ,争论集中在是继续坚持家庭承包经营 ,还是发展集体规模经济。本文从全社会专业化分工的角度 ,明确提出家庭联产承包制和农业集体化都不能提高农民收入、解决“三农”问题 ,只有家庭规模经营才是正确的方向。而要实现这种规模经营 ,不能依靠行政力量强制推行 ,只能依靠市场优胜劣汰。
It is one of the mains topic disputed all the time in our country which kind of agricultural management system is implemented. Insisting on household responsibility system or developing collective large-scale production is the dispute of the academia concentrated on mainly at present. This text is in terms of division of labour on the basis of specialization of the whole society, propose neither household contract management system nor collectivization of agriculture can increase farmers' income or solve the 'rural, agricultural and farmer's problems', only the family operation to scale is a correct direction.
