摘要
论文从经济学和行政学相结合的角度分析了政企分开所引发的政府在企业人力资源开发中的“缺位”现象 ,并分析了由此而产生的几大问题 ,提出市场经济条件下政府科学引导人力资源开发的必然性。最后 ,论文提出了政府推动企业人力资源开发的基本思路。
This essay analizes the government absence in rcclaiming the human resources in view of economics and administrics when the government and enterprises are separated from each other.And that brings a few important problems,and puts forward the inevitability of leabing the exploitation of the human resources scientifically by the government under the circumstances of the mardet economy.In the end this essay advances the essntial train of thought for the government to reclaim the human resources of the enterprises.
