摘要
介绍了我国政府公共卫生危机应急反应系统所包括的四个子系统,即指挥决策系统、法律保障系统、物质保障调运和紧急动员系统与信息监控系统的现状,分析了我国公共卫生应急反应系统在面对危机事件时表现出来的决策指挥系统运转不灵、缺乏相应的法律保障、财政支持不力以及瞒报和漏报等问题,提出了构建符合我国国情的危机应急反应系统应从建立专门机构、加快立法、严格信息公开制度等方面来展开工作。
This thesis introduces the actual situation about the lash up system and its four sub systems which are decision making system, law system, material ensurance and allocation system and information supervision system in China. Meanwhile, it also points out the problem of the public sanitation lash up system once facing crisis, such as the lack of law guarantee and finance support and even cover of the truth. Finally it mentions that the lash up system according to the actual situation of China should be constituted from the following aspects: setting up the special system, speeding up the legislation, carrying out the information publicity system strictly etc.
