摘要
产权理论认为产权界定明晰对经济运行效益有很大影响。我国现行国有资产管理体制下国有产权的缺陷及其弊端从理论上讲就在于国有资产的产权虚置现象严重。国有企业的改革受制于国有资产管理体制,要推进国有企业改革、搞活国有经济,就必须深化国有资产管理体制的改革。具体思路是:以产权理论为基础,通过国有资产管理体制创新,实现"产权明晰"和所有者职能到位。
The theory of property rights believes that clear property rights has quite influence on the benefit of economy. Under the current management system of our state-owned properties, the defect of state-owned property rights and the drawback of which are lied in the lack of property rights of our state-owned assets ideally. The reform of state-owned enterprises is under control of the management system of our state-owned property, in order to carry forward the reform of state-owned enterprises, flourish state-owned economy, perfecting the reform of the management system of our state-owned property is needed. Therefore some reforms should be made: on the basis of the theory of property rights, through innovation of the management system of our state-owned property, realize the clear property rights and the perfect function of owner.
