在职工医疗保险制度改革中 ,医疗费用控制机制是关键。本文对如何科学地建立“二次付费”机制进行了探讨 ,以期达到保障职工的基本医疗需求 ,促进职工基本医疗保险制度稳步运行的目标。
Medical expense control is the key factor in the reform of staff medical insurance. The paper explains how to establish second expenditure mechanism and insure the staff basic medical requirement with the aim to promote the staff basic medical system steady operation.
