摘要
国家科学基金项目的设立,是国家发现和培养科技人才,鼓励基础研究创新的一条重要渠道。通过营造宽松环境,增强管理活力;运用激励手段,追求管理质量;实行开放管理;提高管理效益,是高校科研管理部门的一项重要工作。它能有效促进国家科学基金项目在高校基础研究中充分发挥其引领创新的龙头作用。
Foundation of projects supported by country's scientific fund provides an important channel to find and train qualified scientists and technicians and to bring forth original ideas in basic researches. Pursuing the quality of management,putting opening management into practice and raising managerial benefit through the way of constructing good situations ,enhancing the activity of management and using the measures of encouraging are the important jobs for the administrative departments of scientific research in colleges and universities. It can effectively prompt the country's projects of scientific fund to play the leading and creative role as the pioneers in basic researches in colleges and universities.
