摘要
人才是档案管理中的第一要素,是搞好大数据时代档案工作的核心和动力。以大数据时代的社会需求为导向,以档案事业发展为依托,分析新型档案人才应具备的素质,应当有目的性、有方向性地塑造新型档案人才。大数据时代新型档案人才培养的目标体系应是:有扎实的档案学专业基础知识储备,有较高的信息素养,有过硬的综合素质,有多维的核心能力(包括应用实践能力、沟通协调能力和自主学习能力)。结合目标体系,各级档案部门应积极采取卓有成效的人才培养攻略:如通过岗位培训、继续教育、档案学会等打造在岗培养多个平台;发挥高校人才培养优势;开辟"职教"人才培养渠道;探索校、企、馆合作人才培养模式等,创建有利于新型档案人才引进和使用的机制,造就一大批适应大数据时代档案事业发展和档案工作需要的新型档案人才,以形成结构合理、游刃有余的人才资源阵容。
Qualified staff is the first and foremost element in archives management,which is also the core and driving force for improving the work of archival management in the big data era. Efforts aimed at cultivating competent archival personnel should directly address social needs,long-term development of archival cause,and quality enhancement of new type of archival talents in the big data era. Archival personnel in the big data era should be trained towards the following objectives: possessing solid archival professional knowledge and expertise,exhibiting a higher level of information literacy and comprehensive quality,having multidimensional competencies( including practical ability,communication skills and learning ability),et cetera. To that end,archival management institutions at various levels should formulate effective talent cultivation strategies or plans,such as forging continuing education and on-the-job training platforms,increasing cooperation with universities,opening up vocational education personnel training channels,innovating in the mode of talent cultivation,bringing in new measures and mechanisms that benefit talent introduction and talent exploitation,et cetera. Through all these,it is hoped that a large number of new type of archival talents will come out in the big data era and that a rational and flexible human resource mechanism will be formed to adapt to the work and management of archives in the new era.
