摘要
当今国际贸易中关税壁垒正逐步让位于非关税壁垒 ,按照与国际惯例接轨的方向发展 ,非关税壁垒竞争将愈演愈烈 ,而在非关税壁垒中又以名目繁多的技术性贸易壁垒最难以对付 ,技术壁垒对我国进出口贸易造成的深刻影响不可低估。而技术壁垒因其深刻而鲜明的技术特征与一国出入境检验检疫部门的几乎一切活动都直接相关。本文从中国检验检疫作为一种符合国际惯例的非关税技术性壁垒在对外经济中担负的国门卫士作用将更加重大的实际出发 ,分析了发达国家技术壁垒的特点以及我国技术壁垒的现状 ,同时 ,还阐述了中国检验检疫部门应主动迎接技术壁垒的挑战 。
Nowadays,the tariff barrier in international trade is gradually giving place to non-tariff barrier. Developing in the direction of following international practice, the competetion in non-tariff barrier will become more and more fierce. And the various kinds of techniqual trade barrier is the hardest to deal with in non-tariff barrier. In the meanwhile,the great in fluence on our country's import and export trade made by it can't be underestimated.Starting from the reality that China Inspection Quarantine plays a more important role as the guard of our country in the international trade as a kind of non-tariff techniqual barrier which suits international practice, this article analyzes the characteristics of developed countries' techniqual barrier and the present situation of our country's techniqual barrier. In the meanwhile, the article elaborates that China inspection quarantine department should meet with the challenge of techniqual barrier actively and make our own contributions.
