摘要
从中国检验检疫部门应在技术壁垒中发挥设备、人才、技术和信息等优势的实际出发,分析了技术壁垒是当今世界最盛行的贸易保护手段。中国对外贸易面临着严重的技术障碍,为了克服障碍,中国检验检疫部门要以科技进步和科技创新为依据,通过技术手段冲破国外的技术壁垒,同时要尽快生成一种中国式的技术壁垒措施,适当保护国内有潜在竞争优势的产业,保护国内消费者权益,维护国家在世界经济格局中的根本利益。
According to the advantages of equipment and Quarantine, this paper analyzes Chinese foreign trade , manpower, technique and information in Chinese Inspection has been confronted with grievous technical barriers and it is the best popular means in the trade protection. In order to overcome the hindrance, Chinese Inspection and Quarantine Department should rely on the development and innovation of science and technology, break overseas technical barriers, and quickly form a technical barrier with Chinese model, so that we can suitably safeguard our industries with latent advantage, protect national consumers＇ rights and interests and vindicate the fundamental nation interest in the world economy.
