Based on reinventing in the u.s. public sector in 1990s,Russell.M.Linden points out the theory of seamless government. The theory of seamless government is a new government re-engineering theory which adapt to Customer Society and Information Time. The article discusses the essence of this theory, and then indicates its lesson to be learnt for our government re-engineering.At last it studies on some problems which we should note when exerting it into practice.
