摘要
泉州国有企业改革的成效和经验是值得充分肯定的。与此同时 ,也存在着一些制约泉州国有经济改革进一步深化和发展的问题。如国有经济布局仍不尽合理 ,进入重点行业和领域的步伐不快 ;与泉州经济结构调整结合得不够理想 ;引导民营经济参与国有企业战略性改组的力度不够 ;国有企业规模较小 ,缺乏竞争力 ;政府对国有资产的监管作用有待加强和完善等。本文对于国有企业退出一般竞争性行业 ,积极进入重点行业 ,国有经济战略性调整与泉州经济结构战略性调整紧密结合 ,引导民营经济参与改革 ,推进企业集团化 。
The effect and experience are worth affirming fully in the reform of Quanzhou SOEs. Owing to its early active adjustment to state-owned economy, distribution of state-owned economy has been greatly improved and whole benefit of state-owned economy has been obviously raised. But there are still a few problems left. Such as the distribution of state-owned economy isn't rational enough, the scale of state-owned enterprise owning strong competitiveness is not large etc. These problems do prevent the reform of Quanzhou SOEs from further deepening and developing. This essay attempts to put forward some countermeasures and thoughts according to these problems.
