摘要
本文从政府、商业和民间三个层面描述了英国对外贸易政策制定的过程以及英国贸易促进体制框架 ;重点介绍了英中贸易协会、英国出口信贷担保局的成立背景、组织机构和经营运作 ;提出了我国在促进对外贸易发展中应借鉴的几个方面 :英国完整的出口贸易与海外投资促进体系 ;英国出口信贷担保模式的特征与发展趋势 ;英国中介组织的四大特征———服务性、非盈利性、透明度和动态性。
The paper discussed at the very first place about the United Kingdom internation al trade policy-making process from the three layers, government, business, and societal, and the system infrastructure, then introduced establishment backgroun d, structure, and the rule of performance of the organizations like CBBC, ECGD, finally put forward the points that China may draw from them, they are the compl eted supporting system for export and overseas investment, the model of ECGD wit h its characters and trends, the four basic natures of intermediate organization , i.e. serving, non-profit, transparency, and dynamics. The paper is also valuab le when it gives a short conclusion by mentioning that how China could learn fro m the UK experience, the system construction of improving China’s export and ov erseas investment.
