摘要
随着现代科技、经济竞争的日益激烈,依靠科技提高市场竞争力、发展国民经济已逐步成为各国的共同选择,作为开拓国际市场、加速科技进步和促进经济发展有力武器,政府科技计划项目知识产权管理政策更是受到前所未有的关注。通过对中美科技计划项目知识产权管理政策的对比分析,揭示了我国科技计划项目知识产权管理政策中促进成果形成专利的措施不完善,利益激励机制不健全以及国有知识产权流失严重等缺陷,进一步提出了重视专利申请、鼓励投资主体、研究开发主体多元化、建立利益激励机制的建议,从而规范我国科技计划项目知识产权管理政策。
With the increasingly intens competition of modern science and technology ,IPR management of national science and technology projects has become more and more important to exploit international market ,advance science and technology as well as economic development .IPR management of national science and technology projects between China and USA are compared .Then three defects in our IPR management are presented,i.e.,imperfect measures to increase patents ;insufficient encouragement for inventors or creators and serious loss of many national IPRs .Some measures to improve our IPR management are put forward ,such as to attach importance to patent applying ,to encourage all kinds of entities to invest national science and technology projects and take part in R&D (Research and Development ),and to reward inventors or creators so as to make our IPR management of national science and technology projects perfect and effective.
