摘要
本文在阐述构建国家科技计划项目绩效评价指标体系的基本思路和原则的基础上,根据国家科技计划项目特点、评价对象和评价内容,构建了一套包含国家科技计划项目经费"投入—过程—产出—效果"的多层次、立体的绩效评价指标体系,综合反映国家科技计划项目经费支出在效益、效率、经济和公平四方面的绩效,为国家科技计划项目绩效评价和在此基础上的后续工作提供参考。
Based on the basic ideas and principles of performance measures of the national science and technology projects,this paper builds a multi- level and three- dimensional performance measures index system containing a set of state funding of science and technology projects ' input- process- output-effect' according to the characteristic,content and objects of the national science and technology projects,reflecting economy,efficiency,effectiveness and fairness performance of the national science and technology projects synthetically.This paper provides reference for the performance measures of the national science and technology plan projects and the follow-up work.
