摘要
为了更合理地开发、利用、治理和管理各江河湖泊流域的水资源,对我国流域水资源管理中存在的主要问题进行了分析;总结了国外流域水资源管理的成功经验;提出了具有针对性的改革建议,包括:建立强有力的流域管理机构;以市场为导向进行流域管理;加强流域管理科学体系的研究;完善流域管理中的公众参与机制等。
How to rationally develop and administrate water resources of the drainage areas is one of the key elements to solve the water problems and keep sustainable development in China.In this paper the major problems of water resources management of the drainage areas in China were summarized,the corresponding successful experiences from abroad were introduced,and then the reform suggestions were given particularly. These suggestions included setting up a powerful administration for each drainage area,carrying out the administration through market system,and strengthening the system study and public participation in the management.
