摘要
法国的水资源管理是以流域管理为基础的 ,全国六大流域分别设有“水议会”和水务局 ,从整体上对水资源进行管理。本文介绍了法国此种流域管理体制下的基本原则、组织结构、各方职责等。
Based upon river basin management,France has established special Water Parliaments and Water Agencies in its six major river basins to give an integrated management on its water resources. This paper introduces the principles,institutional structure and roles and responsibilities of related authorities under this management system.
