摘要
区域经济发展已经形成了三种较为成熟的理论 :梯度推移、增长极与地域生产综合体理论。但产业集聚理论是区域经济发展理论的一种新形式 ,不同生产力水平下产业集聚有传统与现代之分。在新经济时代 ,区域经济发展要求的是一种现代产业集聚 ,这种产业集聚的载体是高技术园区的发展 ,现代产业集聚对引导高技术园区的发展具有较大绩效。本文在一个产业集聚的视野范围内 ,循着产业集聚理论逻辑 ,结合我国高技术园区发展过程中出现的问题 ,探讨其发展的多维制度创新对策。
Industry cluster theory is one new form of regional economic development, which has two types under different productivity, the traditional one and the modern one. In New Economy Era, the development of regional economy requires one kind of modern industry cluster, whose carrier of fulfill is the development of High-tech fields. It is of great performance for modern industry cluster to guide the development High-tech fields.Followed by the logic of Industry Cluster theoretical logic, combined with the analysis of the problems in the course of High-tech fields' development, this paper will inquire into the institution innovation countermeasures of its development.
