摘要
科技竞争说到底是科技人才的竞争。通过对科技人才的界定,从思想素质结构、业务素质结构、绩效结构三个方面构成设计科技人才评价考核指标体系,对定性指标和定量指标提出了计算方法和标准化方法,并以此为基础构造了科技人才综合评价模型。
The competition of science and technology ultimately depends on scientists and technologists. From the definitions of scientists and technologists, this article has put forward a set of index system for the evaluation of scientists and technologists in such aspects as the structure of ideology performance, the structure of professional work levels and the achievement structure. This article has also put forward a calculation method and a standard method concerning the quantitative analysis index and the qualitative analysis index. On the basis of these, a synthesized evaluation model for scientists and technologists has been established.
