摘要
本文概括地分析了改革开放以来中国农地制度各主要创新形式的特征及地区差异 ,并以此为基础 ,提出了多种农地制度创新的出现源自不同地区的人们对农地权利需求的差异这一理论假说。然后通过对江苏省和江西省农地制度演变与农地绩效的计量分析 ,对该假说作了初步验证。本文认为 ,经济欠发达地区的农户对农地收益权和使用权的需求较转让权强 ;经济发达地区的农民则对农地转让权和使用权具有强偏好。
Based on the analysis of China’s main innovations of rural land tenure systems, this paper proposed a hypothesis that these diversiform innovations come from the varied demand for property rights in different areas. An econometric analysis on institutional change and farmland performance was taken to test the hypothesis with the data from two provinces, Jiangsu and Jiangxi. It is argued that farmer households in less developed areas need more rights of land benefit and use than others. On the contrary, the farmers in developed areas have strict preference on the rights of land transfer and use.
