文章作者通过学习党的十六大报告,尤其是对创新国有资产管理体制的理解,认为该报告是对国有资产管理体制的创新,新体制有利于充分调动中央和地方两个积极性,有利于国有资产的保值增值,有利于国有资产的战略性调整。
Author analyses the statement about statowned assets management system in Chinese president Jiang Zemins speech on the 16th National Congress of the communist party of China.She thinks that the speech is very important.The essay points out that the new system will be of benefit to play enthusiasm of both central and local authorities,to preserve and increses the value of stateowned assets and to make strategic adjustment of stateowned assets.
