加拿大联邦议会制在 186 7年建立时 ,实行的是在联邦制形式下尽可能强大集中的联合 ,原设想应能以此避免美国联邦制的偏失。在美国 ,各州拥有立法权 ;在加拿大 ,立法权由联邦议会掌握 ,省的责任与职能相对较小。然而 ,正如美国政治演变所显示 ,联邦制的联合是一种分裂的议会形式 ;因而 。
In 1867' Canadian Confederation was built, as a possibly strong centralized union under the federal form, which supposed to avoid the mistakes and weakness of the American federal union. In the United States residuary legislative power was retained by the states. In Canada it was held by the federal Parliament and the provincial responsibilities and functions would be relatively small and unimportant. However, a federal union was a divisive government form as shown by the United States, and it was broken up since Dominion of Canada was founded.
