摘要
面对我国农业因受多方面因素制约,农业在国民经济中的基础地位还较脆弱,还不稳固的客观现实,需要我们以创新的观念、改革的思路,从全局的、战略的高度构筑巩固农业基础地位,发挥农业基础作用的七大体系:即农业资金投入体系、农业基础设施体系、农业结构体系、农业科技创新体系、农业生态体系、农业服务体系、扶持农业的社会体系。
Facing the external facts that the agriculture is restricted by extensive factors and the basis of agriculture is still comparatively unfirm in the national economy, we need to, with creative notions and innovative ideas, construct the seven systems of consolidating the foundamental status of agriculture and exert the basal effects of agriculture from a full - scale and stratigic point of view. The seven systems are: Agricutural Fund Inputting system, Agricultural Infrastructure System, Agricutural Structual System, Agricultural Technological Innovations System, Agricutural Ecologic System, Agricutural Service System and the Social System of Supporting the Development of Agricuture.
