摘要
搞好整体制度设计是建立与健全农村社会保障体系的重要任务。从农村经济发展的差异性出发,建立健全农村社会保障体系的基本思路是依据不同类型农村的经济发展水平进行分类设计和分类实施。在贫困型农村应建立以基本生活保障为内容的救济型社会保障体系,在温饱型农村应建立基本生活需要型的社会保障体系,在富裕型农村应建立保险型的社会保障体系。并依据不同的内容设计,在管理体制、实施的突破口、筹资模式和制度保障等方面进行分类实施。
Properly organizing the rural system of social security as a whole is a major task to establishing and perfecting this system. Considering distinctions in development of rural economy, the essential idea to fulfill this task is organizing and actualizing the system in different rural areas by means of classifying organization and classifying implementation based on their respective levels of economic development. In those povertystricken rural areas, a relieftyped system of social security should be established with its emphasis on the basic security of life. In those betteroff rural areas, a system of social security should be established to meet the basic needs of life. Finally, in those welltodo rural areas, an insurancetype system of social security should be established. According to the different organizations, the system of social security in different rural areas should be brought into operation differently in the system of administration, initiating step of implementation, pattern of collecting funds and system of preservation.
