摘要
区域可持续发展涉及的系统是指区域人类生态复合系统,可以分解为自然、经济和社会3个子系统;可持续发展涉及的协调性应该是指人与自然关系的协调,而不宜理解为经济发展指标与环境指标的协调;建立可持续发展模式除了要考虑自然条件外,还要考虑该区所处的发展阶段和社会经济发展状况,注意地方特色;驱动人类生态系统演化的动力包括自然和人类活动两个方面,只有当两这个方面形成合力的时候,区域可持续发展才成为可能,在区域可持续发展研究中必须把影响区域可持续发展的自然因素作为深入研究的一个重要方向。
Sustainable development' has become one of the frequently-used phrase in the modern world. It has almost become a new cliche amongst economists, sociologists, environmentalists and even politicians. Its meaning is so far, however, somewhat obscure, and often unique to the speaker. The authors attempt to clarify some of the ideas concerning the study of regional sustainable development, and discuss some hot issues in the field. It is considered that the system to which the regional sustainable development is referred is the humanecological composite system, which can be disintegrated into three subsystems as the natural, economic and social ones. The 'environmental system (or subsystem)' is not a scientific expression. The coordination concerned in the study of sustainable development should be referred to the relationship between the human being and the Nature, not just the coordination between the economic indicators and environmental indicators. In order to establish a sustainable development model for a region, not only the natural conditions, but also the socialeconomic situation and the development phase of the region should be taken into consideration, and the characteristics of the region should be stressed on. The fluctuation of the sustainability of many regions is closely related to the governmental performance, which often becomes a driving force for the change of the state of sustainable development, especially in many developing regions. The forces driving the evolution of the humanecological system include both the nature and the human activities. Only when a joint force is formed by both activities will the regional sustainable development be possible. Hence the natural factors affecting sustainable development of a region should be taken as an important field for further investigation in the study of regional sustainable development.
