摘要
目的 分析清远市农村贫困地区的卫生资源配置现状。方法 采用整群随机抽样的方法,抽取2个县16个镇的卫生机构,进行回顾性问卷调查。结果 卫生院卫技人员每千人口为1.07人,平均每个镇卫生院卫生人力数量为23.40人。职称中,无高级和副高级职称人员,中级职称和初级及以下职称之比为1:22.40,并且还有50.00%的镇(8个)无中级职称医务工作者。学历中,卫生院卫生人员以中专为主,占68.40%,医技人员中无学历者占3.80%。卫技人员每天门诊人次为1.52人次,年住院人次为12.33人次。病床位数每千人口为0.93张,病床利用率为19.87%。镇卫生院总支出中,以自身补偿性开支和工资与福利为主的占81.83%,有43.75%的镇卫生院处于亏损状态。结论 镇卫生院卫生资源配置不合理,文化层次低;应对卫生资源进行重组和调整,加快本土实用型人才培养。
OBJECTIVE TO analyze the current situation of health resource from the rural depressed areas in Qingyuan. METHODS Sixteen townships in two rural depressed counties of Qingyuan were selected by means of cluster sampling. Institutional data survey was conducted based on 8 questionaire. RESULTS The proportion of health staffs to the population in township is 1.07 per mille, with an average of 23.40 in each township hospital.Of the professional titles, no top - grades could be found.The mid - grades: the primary - grades and under- grades is 1: 22.40, and there aren' t mid- grades in 50 per cent of the townships. About education background of the health workforce, 68.40% of them are under college level,3.80% even had nothing of professional education.The average outpatients by every health worker in 1.52 per diem, the average in patients per annum is 12.33 in every township hospital.The proportion of beds in population is 0.93 per mille, with a utilized rate of 19.87 % . Of the whole payment of township hospital, most (81.83 % ) is owed to the self - compensated payment, salary and welfare. There is yet a bad finacial balance in 43.75% of the township hospitals. CONCLUSION The distribution of health resource in township level/hospital is not rational, with a low quality of the health human resource. It is suggested by the authors that the reformation and readjustment of the current health resources should be made by every possibility, and the training of the local applied health workers should be strenthened and urged as much as possible.
