摘要
土地整理是现阶段我国实现耕地总量动态平衡的主要途径,在实现土地资源优化配置、增加土地效益和改善生态环境方面具有重要的作用,因而成为社会关注的焦点。文章阐述了土地整理的历史与发展以及土地整理的概念和内涵,重点综述了土地整理的程序、土地整理的规划与设计、土地整理的评价、土地整理的产权分析以及土地整理的资金等5个方面的研究现状,同时探讨了它们的优先研究方向,以期对我国土地整理的发展与深化研究有所裨益。
Land consolidation has become one of society attention focuses at present, because it plays an important role in keeping dynamic balance of amount of cultivated land, increasing land profit and improving ecological environment. In this paper, the development history, definition and denotation of land consolidation were introduced, the study status of its procedure, planning and design, evaluation, land property system and financing were stressed. At the same time, priority directions of the five aspects were discussed, aiming to provide insights into further development and study of land consolidation in China.
