摘要
在政策、规划和计划层次上开展战略环境影响评价,建立以战略环评为引导,项目环评为补充的环评体系已势在必行。本评价以保护优先,适度开发为原则,以保护滇池环境,实现可持续发展为战略目标。在明确环境遗留的前提下,筛选出区域水环境和生态环境为关键的环境要素,土地利用、排水和景观为战略要素,制订并运用了宏观与微观相结合,定性与定量相结合,预测性SEA与监控制性SEA相结合的技术路线与方法。
It is necessary to build an environmental assessment system based on stregical environmental assessment as guide and project environmental assessment as complement according to the policy and the planning.The assessment follow the principle of giving priority to environmental protection and proper development,follow the strategical targets of protecting environment and realizing sustainable development.When finding environmental problems,It chooses the key environmental factors about water environment and ecological environmenta,the key strategical factors,like land utilization,drainage and landscape.It applies the methods of the mix of macroscopic way and microcosmic way;determination and definite quantity;SEA forecast and SEA monitoring.
