摘要
针对目前工程项目管理存在的问题,提出在项目准备阶段实施法人责任制、风险约束机制、科学决策和审批制度、设计招标、限额设计、设计监理以及利用价值工程进行投资方案优化等多种方法和措施,以加强项目准备阶段的投资控制。
In view of the existences problems in the management of the project at present, such as the responsibility systemfor corporation, the binding system for risktaking, the systems for scientific decision and examining, public call for tenders ofdesigns, supervision of designs, make use of the Value Engineering to optimize the investment project and so on are put forwardmany ways and measures, so that the investment control of the project preparatory stage be can strengthen.
