摘要
本文针对专家提出的关于政府投资公益性工程建设的改革建议,提出探讨性意见。讨论了目前成立公共部门统一对政府投资项目进行管理的优势和劣势,提出了推行代建制中工程托管方式的建议。
This article brings forward the idea aiming at the innovation of non-profitable project invested by the state,discusses the advantages and disadvantages of establishing public entity to manage projects invested by the state, and gives the way of trusteeship.
