摘要
在对车站、机场、港口等旅客站点火灾风险因数识别的基础上 ,提出火灾风险定量管理模型。经验和研究证明 ,该模型十分有效 ,是火灾风险定量管理的一个有效可行的工具。
The present paper gives a detailed study of the potential fire risk factors that are likely to cause fire in such traveling passenger terminals, as flight terminals, railway stations, bus stops and harbor docks. The major risk factors investigated by the present authors include building materials, electrical facilities, cigarette smoking, poor management, dishonest contractors, arson, vandalism as well as terrorist activities. Some fire accidents caused by the above factors are analyzed quantitatively and qualitatively and then statistically described and modeled. As a result, a fire hazard management model for the passenger terminals is formulated. The model established by the author integrates the key fire-leading factors identified, which helps to distinguish the complicated relation existing between fire risk, people and fire safety measures adopted. It can serve as an efficient measure to be used by the fire managers. The fire safety management indexes developed consist of ten elements: (1) organizational arrangements; (2) risk assessment methodology; (3) compliance with fire safety law; (5) communication and information; (6) reporting and investigating fires; (7) training; (8) maintenance condition and standards; (9) budgets; (10) audit. Each element is rated out of 10 grades that can be counted in a 100-point assessment system. The grades are calculated as the complement of the ratio of the score out of 100 to the quantitative assessment. In the given paper, indices for Airport A and Railway Station B are selected as a case study analysis.
