摘要
以风险管理的最新思想并结合城市消防安全管理的实践,建立了一个城市火灾风险管理的框架体系。该框架详细阐述了城市火灾风险特性状况、制定城市火灾综合风险管理职能、具体实施城市火灾风险管理、确保持续不断的城市火灾风险管理学习和创新等四个相互关联、相互影响的组成要素。该框架的提出对提高城市消防安全管理水平、满足人民群众日益增长的消防安全需求,以及优化城市消防资源配置起到积极的促进作用。
A frame system of city fire risk management was established based on the practice of city fire protection management and new thought of risk management. The frame included the four factors of features of city fire risk, identification of city fire risk management, execution of fire risk management and the insuring of risk management study.
